PHOTOS: Has Vladimir Putin Had Plastic Surgery?

The idea of a politicians having plastic surgery is nothing new, but Vladimir Putin’s appearance at the United Russian congress in Moscow over the weekend may well be the most drastic change we’ve ever seen.

Putin’s face and, more specifically, his under eye area, certainly has the look of a newly minted lift — but there’s still a chance that he’s just well-rested and wearing a truckload of putty-style concealer.
